Yes. Siccatif de Coutrai is made with lead and manganese salts heated into oil and thinned with turpentine. Doubtless Bougereau used the older manganese salts (limonite) rather than the newer manganese resinates (which are somewhat less prone to cracking).
With the exception of the lead, Siccatif de Coutrai is available at all household paint stores under the name of Japan Dryer. I wouldn't touch it with a barge pole.
