: #1. Should the canvas be stretched over the board while it is being glued?
Don't pull it under tension. Just press it down and let the adhesive do the job.
: #2. Is it a good idea to mount a painting in progress in this way, or is it better to wait until the painting is finished?
It shouldn't matter unless you prefer the feel of a solid backing while painting. In that case, mount is before finishing. On smaller canvases (under 40") I tack them to a board and complete them and then stretch them. That allows me to paint past the edges and creates a more spontaneous looking piece.
