If you really want to get good sketches of people you should really get on a roller coaster and sketch people there.
Or try to sketch little kids on the playground at a nearby local school.
Okay so I'm messing around these are probably the worst places to sketch....Go someplace that people don't move to much such as a nursing home or mental hospital. I did some really good drawings once when my friend suggested it.
Coffee shops are good too and don't be afraid to go up to people and ask them if you can draw them if you want to do a complete drawing. If they refuse go on to the next person.
I did a really good oil painting of a guy at a coffee shop after I asked him...
And don't give a damn what other people are thinking...The L train in Chicago is a great place.
Any where is great to be honest. Just be surreptitous if you don't want them to know.
