Can one achieve the warmth and luminosity found in paintings by Titian for
example using acrylics?

Absolutely not.
If you are afraid of turpentine (the only solvent to fear) use oil of spike
for mixing and mineral spirits for washing the brushes. If those are too much
for you, use anothe medium but don't expect watercolor to look like pastel or
acrylics to look like oils. If you are a prudent and careful apinter, oils are
perfectly safe. If, however, you can't paint without getting it on your hands
and clothing, use a water-based medium like acrylics.
