I suppose it's not impossible to find a few good apples in a barrel full of rotten ones. The reason that the Dutch government has warehouses filled with art is because the generous taxpayers are willing to subsidize art that they really don't want. Most of it is not very good because much of it is produced by artists who would not otherwise be able to sell their work. For the more capable artists, the incentive to supply quality work is greatly reduced by having an automatic, noncritical buyer that plans to stick it in a warehouse
