It is a method called "scumbling." Just dilute a wee bit of white (zinc white would be best): with some painting medium until it is almost transparent. Paint that over the area you want to have in fog.: You can add a hint of color to the white. The standard use of color in scumbles is to add the complement of the underlying color...if it's blue, a few grains of yellow will help the fog to float above it.
