Wet-On-Wet

Hello everyone,

I am new to the site and specially new to painting. Could someone please help me with the technique wet-on-wet Bob Ross uses. Here's the problem, I went off to buy all my painting needs that I saw that I needed, and then I came and saw this bottle with this translucent substace which says "LIQUIN for oil colour". Is this the Liquid White or Liquid Clear I was looking for? If not, where can I get Liquid White or Liquid Clear? I can't wait to start painting!
