Step one: forget Photoshop
Step two: buy Painter
Seriously, I would start in Photoshop to do any cleanup, color correction, etc. But to really get your digitial file to look anything like natural media (except through the most hopeful eyes) you should use Painter. It's phenomonal, and made for just that purpose. You can get some sort-of painterly results with a lot of work and expertise in Photoshop, but really, it's hardly worth it.
