What paper is best with paint?

The paper I found to work the best with paint is water color paper---arches or languelle,etc. The cold press has more tooth. If you are asking about oil paint though, you need to put gesso on the paper first or the acids in the paint will eat the paper but acrylic is okay to paint on without the gesso.
