I've encountered the same problem, and it often is due to the ground being too absorbant. I seldom have the paint layer go dull if I'm working on a canvas board (one of the cheapie cardboard ones), but will have the problem with a stretched canvas primed with acrylic gesso. I've heard that rubbing a thin layer of oil into the area will take care of it, but the best solution is probably to start with a ground that's not too absorbent. Sorry I can't give you any specifics...this is the extent of my wisdom. Sorry! Good Luck.
