Paper & Oil Painting

I'm going to try and experiment with an idea I have. I want to take a copy of a glossy photograph and make a copy of it on a type of parchment paper. I will then tear the edges to make them rough looking. I will already have a layer of oil paint on the canvas. I want to some how take the picture and glue it on to the canvas and also seal it with something. I want to be able to then paint over part of that sealed paper.

Does anyone know what I would glue and seal the paper with or even if you think that this will work? Let me know. Thanks for your help! :0)
