Maybe someone should inform customs that Vermilion genuine (mercuric sulfide) is no more toxic than cadmium sulfide red. They are both insoluble heavy metal compounds, and are equally toxic.

Of course, this might have the side-effect of a ban on both!

Also, mercury waste does pose a slightly higher environmental threat than cadmium, but they are both bad.
