Hi Mike Im a restorer and picture framer. Firstly, is it signed and numbered by Picasso? If it is take it to a restorer and see what they have to say. If not it isnt worth more than a hundred bucks or so and would cost much more to have restored. It would be nice to know the chemical make up of those "Magic Markers" are they the permanent ones which are shellack based? If so a borax solution can be useful. There are other sovents which can help while not damaging the art. When you say litho do you mean by the authentic lithographic technique? I dont recall Picasso doing many of those. You dont mean poster litho because it would cost only say 40 bucks to replace. Picasso did do a number of lino cut prints which are fairly valuable if signed and numbered. I figure if its signed take it to your cities art conservator and if its not try to soak it up with a sovent like Unseal or a borax solution and a blotter. If its a water soluable ink and the print is what I think it is soak in a pan of water until disolved and dry on a pane of glass. If its that raised ink popular in the 60s and 70s it will probably survive.
